Ministry of Communications Introduces Resolution


The Ministry of Communications Unveils 000 011 Circular of July 9, 2007.

The Deputy Minister of Communications in the states that community radio stations are Class D, so can not have in their programming policy propoganda therefore the resolution No 0117 of February 21, 2007, issued by the National Electoral Board does not apply on community radio station, or public interest.

The Ministry of Communications will be looking to verify compliance to the above.

The Ministry of Communications as part of the Public Announcement 01, Community Radio 2007 for the capital cities of the country defined the opening of the process in three stages: the first in capital cities with fewer than 200,000 inhabitants, the second capital with a population under one million inhabitants and more than 200,000 and the third in cities a population of more than a million people.The city of Arauca, San Andrés and Providence, Florence, Yopal, Inírida, San Jose del Guaviare and Mocoa are not included in this call for community radio service they had been awarded since 1997.
The first phase included five capital cities: Tunja, Quibdo, Riohacha, Mitu, and Puerto Carreño. In September it will open the second group comprised of 15 capital cities: Cartagena, Cúcuta, Pereira, Bucaramanga, Ibague, Santa Marta, Pasto, Manizales, Neiva, Villavicencio, Valledupar, Monteria, Armenia, Sincelejo and Popayan.
In the third phase, which will open in November this year, communities will be selected to provide the service in cities with more than one million inhabitants, ie, Bogotá, Barranquilla, Cali and Medellín.Para the selection process of proposals of organized communities that have viability in the award of licenses Community radio stations were called several universities and advanced in the process of selecting them. In recent days we have been informed that the tender process expected to have community radio stations in the capital cities of Colombia, has been postponed. It was reported that in the month of May would open the bidding, but new information says that the date has been postponed apparently considered the electoral process ahead of us.

This delay has two readings, the first leads us to assume that long to give the matter is inconvenient, since any delay means practically wait until 2008, since elections are in October and the two last months of the year and we know they are public holidays and vacations.

A second consideration that makes us think a little more time could be better prepared for bidding and be attentive to the process as transparent as possible and meets the expectation that the real communicators and managers in cities have had for a long time.

suggest you all do make a poll against this and discuss about what is best interest of the sector. If we make a good forum, with good arguments, we will have to end some valuable recommendations to make to the Ministry and support this process, we must defend and monitoring.
