The Ministry of Communications as part of the Public Announcement 01, Community Radio 2007 for the capital cities of the country defined the opening of the process in three stages: the first in capital cities with fewer than 200,000 inhabitants, the second capital with a population under one million inhabitants and more than 200,000 and the third in cities a population of more than a million people.The city of Arauca, San Andrés and Providence, Florence, Yopal, Inírida, San Jose del Guaviare and Mocoa are not included in this call for community radio service they had been awarded since 1997.
The first phase included five capital cities: Tunja, Quibdo, Riohacha, Mitu, and Puerto Carreño. In September it will open the second group comprised of 15 capital cities: Cartagena, Cúcuta, Pereira, Bucaramanga, Ibague, Santa Marta, Pasto, Manizales, Neiva, Villavicencio, Valledupar, Monteria, Armenia, Sincelejo and Popayan.
